New Church Hill Seat Damaged

You will recall that the seat at the bottom of Church Hill just by the notice board had been replaced with a new one commemorating the recent royal wedding.

Unfortunately, a van reversed into it and it has been so severely damaged as to be unrepairable.

The Parish Council are following up on an insurance claim against the vehicle responsible and have put the suppliers of the bench on notice ready to supply a new one. All that was recovered from the damaged seat was the brass plaque!

Notes on the Parish Council Meeting 6/12/11

The meeting started at 7.30 with some comments on the last meeting:
  • There has been no meeting confirmed yet with regard to The Fountain and Planning Permission
  • Suffolk County Council (SCC) Highways have confirmed that the white lines within the village boundaries conform to that required and that all the current speed limits are correct
  • SCC have stated that there is not enough road side development to warrant a change in the speed limit between Humber Doucy Lane and Tuddenham village.
Suffolk Coastal District Council (SCDC) has proposed that ownership of the site of the children's playground off Keightley Way pass to the Parish Council. Because of the potential extra expenses that would fall on the Parish Council, it was decided not to make a decision at this time but to express an interest to SCDC so that the implications could be considered in more depth.

The local policeman, Shaun Brett, mentioned in his report that, of all the villages in the Kesgrave Safer neighbourhood Team area, only Tuddenham had a road layout that did not conform to the rules for a 'speed reduction site'. Thus, he will continue to monitor the speed through the village but only on an advisory basis. He also mentioned that there had been four crimes in the village over the last period and was most concerned about the rise in metal thefts from garages.

Bill Pipe mentioned that the new bench that had been provided by the Parish Council (to replace the old one commemorating the 1937 coronation) had been badly damaged by a van reversing into it. He had, thus removed it and put the supplier on notice to provide a replacement once the insurance formalities were dealt with.

In discussions about the grit bins placed around the village, the clerk mentioned that she had heard from a resident of Keightley Way that, on reporting to SCDC that the bin there was empty, was told that requests for bin top ups could only come from the Parish Council. The clerk advised that she was going to check on this and a further note will be provided in this blog once the real position has been made clear.

The last item on the agenda was to set the annual precept that the council requests from SCDC - this being the annual payment from SCDC council tax that comes to the Parish Council. After a long discussion on all the aspects of the expenditure, it was decided that the precept for the year 2012/20133 would remain the same as this year (and last year). This means that for the third year in a row, the Parish Council has funded some if its activities  from its own reserves.

It was mentioned that, in reporting the breakdown of the council tax for this current year, both SCC and SCDC were shown as holding their rate at the previous year's levels but the Parish Council was shown as increasing their charge. This was not the actual situation because the Parish Council precept as shown on the report is calculated from the number of households paying the tax. This means that the Parish's amount per dwelling can vary year on year due to a changing number of households paying the overall total. This usually changes because of changes to the number of dwellings receiving council tax relief. In the last year, this number increased, thus reducing the number of households paying the tax - hence with a reduced number of household, the tax per dwelling increased without a corresponding increase in the actual precept!

Meet Your MP

We were very please to host a "Meet Your MP' evening on Friday 21st October when Dr. Dan Poulter, the MP for North Ipswich and Central Suffolk came along to St. Martin's Church for the evening.

The local villagers were met by the Church Wardens, Mrs. Monica Pipe and Jim Punton with a welcome cup of coffee.

Bill Pipe, the Chairman of Tuddenham St. Martin Parish Council introduced Dr. Poulter to a small but representative audience from the village.

Dr Poulter started out by introducing himself and giving us a short résumé. His experiences when first attending the Houses of Parliament were particularly amusing.

He then went on to discuss some of the issues of real importance such as the state of the NHS in the constituency and also the provision of broadband to the rural areas, both of which are currently giving some concern. During the parliamentary summer recess, Dr. Poulter went back to work at the James Paget Hospital in Gorleston, working in the Accident and Emergency department so is very aware of some of the issues surrounding NHS services. He is fighting against the downgrading of Ipswich Hospital due to the moving of some critical services to Colchester, Norwich and Cambridge. With practicing doctors and consultants in the audience there was a detailed discussion of some of the issues which are of concern to the local community.

He followed on by saying that he was heavily involved in the new Rural Broadband project and expected to see some good results in Suffolk by 2015 at the latest. It was pointed out to him that Ipswich doesn't even have access to the latest 20mb broadband that other towns and cities have, but he stated that he thought that this would change within a reasonable time frame.

He is giving time to supporting local food production within the county and is working hard to get the labelling of British produced food to be the only produce to carry the 'British' label - currently, it only requires that food is packed here to be eligible.

He then opened up the discussion to the audience where discussions ranged over the following topics:
* The Government's approach to the problems of the Equitable Life collapse
* Concerns over integration of care in rural areas
* The change to have health care professionals in charge of services and not management experts
* Issues over Europe and the likely outcome of the forthcoming vote of a referendum on the EU
* Changes to Human Rights legislation with decisions seeming to be made by un-elected judges rather than by elected politicians
* The likely effects of a UK Bill Of Rights - he thinks that this wouldn't fundamentally change anything
* The extension of Green Energy production with an emphasis on offshore activities and greater efforts in the area of individual homes with regard to insulation and energy use
* Child Protection where he has been directly involved with local social services to ensure good and fair outcomes and where he has achieved good results since becoming an MP
* Youth Crime where he has been active in visiting schools and after discussion with head teachers, he feels that better provision of after school activities could really help in reducing this problem.
* School discipline, where he is keen for teachers to be able to intervene more effectively without fear of prosecution.

After a good two hours of discussions, the meeting was wound up by Bill Pipe calling for a vote of thanks to Dr. Poulter for giving up his time on a dark Friday evening and coming to our village with this opportunity to get to know him better

News from Suffolk CC Highways Department

At the recent Parish Council meeting, two topics were raised with regard to the roads around the village.

The Highways Dept. recently painted some signs on the road coming into the village from Ipswich. These comprised a 30 in a white ring and SLOW. However, the PC believed that these had been put in place to correspond to where the old 30MPH sigh was before the position was changed to be further out of the village. This was taken up with Highways who made comments regarding the correctness of the placements. However, following representations by the Parish Clerk, we noted that a new 30 sign had been painted on the road to correspond with the new position of the 30 limit sign.
















This would seem to be a much better position, that is now reinforced by the sign further down the road.

Secondly, at the recent meeting a question was asked regarding the lack of a white line down the middle of the road in and around the village. We have received the following information from Highways - which corresponded to the comment made by Perter Belfield, the County Councillor for the village, at the recent meeting:

Dear Mrs Frost,

With regards to your request for road markings. We can only provide centre line road markings where the road surface is 5.5m wide. This is to help prevent cars over running the verge (if they drive to the centre line & are wider than their side of the road). I suspect that most of the road in question is below 5.5m wide.

In my experience the lack of a centre line encourages people to slow down, by providing a line it implies that there is enough room for you to drive through (so no need to slow down), as we both know this isn't the case on the road through Tuddenham.

Latest and forthcoming events

Road Closure - Due to the Ipswich Half Marathon on Sunday 25th September, Westerfield Lane and Main Road will be closed for some time during the morning. It is expected to be clear by 11.30 - 12.00.

Meet Your MP: - Come and meet your MP - Dr.Daniel Porter on 21st October - 7.30 in St. Martin's Church. Everyone is welcome.

Next Parish Council Meeting - 6th December at 7.30 in the Village Hall. This is the meeting where we set the precept for the Council Tax for next year.

Council Meeting 6th September 2011

Full minutes will be published as soon as they are to hand. In the meantime, here are some snapshots of the evening.

It was nice to see the new residents of Rivendell come to the meeting. Also in attendance was Jim Kerridge and Charles Lewis of The Fountain.

There was a public discussion regarding speed through the village and also a robust discussion about The Fountain and local planning decisions. Because there are some outstanding issues regarding planning, Mr. Lewis of The Fountain is requesting an on-site meeting with the planners from Suffolk Coastal D.C. to which they have also invited members of the Parish Council (PC). The intention is to try and resolve the issues to everyone's satisfaction. Currently, no date has been set for this meeting.

With regard to previous issues with dog fouling, the PC has arranged for a larger receptacle to be installed to replace the current one at the Fynn Lane entrance to the footpath along the Fynn.

There was a long discussion regarding the mobile library, where Suffolk County Council (SCC) is planning to halve the number of mobile units resulting in as possible extension from the current two weeks between visits to either four weekly or monthly. Forms are available for residents to express their opinions regarding this service. Please e-mail pc@tuddenhamstmartin.suffolk.gov.uk for a copy.
The PC is looking into requesting a reduction in the speed limit between the end of the 30 mph limit on Main Road, Tuddenham down to the 30mph restriction at the railway bridge next to Humber Doucy Lane. The first step is to arrange for SID (the SCC speed monitor unit) to make an assessment of current speeds on the road.

There was some discussion regarding extra facilities for the village but the only suggestion was to increase the signage for the children's play area at the back of Keightley Way. Oh, and to have the sign on The Street indicating the Village Hall to be cleaned!

The next meeting is on the 6th December 2011 in the Village Hall as usual.

Crime Statistics for July

There is some discrepancy in the numbers being reported.

The regular news letter from Kesgrave Safer Neighbourhood Team states that there were no crimes in Tuddenham. To see the full document download it from HERE (you will need Adobe Acrobat Reader - get it here)

However been the following crimes reported by our Community Police Officer.

'Since 1st July 2011 there have been 5 crimes in the Tuddenham area, these
relate to two thefts of metal , a crime that is still prominent in the area, 2 damages
to a car in High Street and a car being broken into. This is a slight drop from 6
crimes to 5 in comparison to the same period for the previous year.
So please remain vigilant particularly during nighttimes when it is known that
some of our scrapmetal thieves become more active.'

A Lot of catching up to do

Sorry but your 'Blogmaster' has been busy over the summer so there have not been many updates.

Next Parish Council Meeting
The next meeting is at 7.30 on 6th September in the Village Hall as usual.
On this occasion we are discussing a couple of new planning applications along with some important matters such as the speed limits through the village.

Meet Your MP
Dr Daniel Porter is coming to the village on 21st October. Unfortunately, the Village Hall was pre-booked so the meeting will take place in St. Martin's Church starting at 7.30pm. He was restricted with dates and this was the best he could do. We are extremely grateful that he can make time to visit so we are hoping for a good turnout. He will be speaking about his ideas for the area and looking to answer questions from the residents. Now is your opportunity to have your say.

Road Closures
There are going to be two road closures in the coming weeks.
1. C362 Clopton Road, between Bonds Corner and Sandy Lane. This is to take place from 5th to the 20th September between 0800 and 1700 hrs. A map of the affected area.
2. Ipswich Marathon. There will be road closures associated with the Marathon on 25th September between 0900 and 1130 hrs. We have not been officially informed of the actual roads affected but last year it involved Westerfield Lane down into The Street and then round up Main Road and The Tuddenham Road back to Ipswich. Your blogmaster assumes that the same will apply this year - but he may be wrong!

New Memorial Bench on Church Hill

Following the collapse of the previous bench, the Parish Council has arranged for the purchase and installation of a replacement.


The previous bench was in place to commemorate the Coronation of King George VI in 1937. We felt that it was appropriate to update the commemoration so this bench records the wedding of Prince William and Kate Middleton on 29th April this year.

Results of the Uncontested Election for the Parish Council

As there was not an excess of candidates standing for election to the Parish Council, the election due to take place on Thursday 5th May 2011 need not take place.

We have been advised by Suffolk Coastal District Council that all of the candidates that had applied within the deadline had been duly elected.

Review of Road Names in Tuddenham St. Martin

Suffolk Coastal District Council (SCDC) have sent a letter to the Parish Council regarding possible confusion over road addresses in the village.

You can read the letter HERE. They have also sent a map showing their understanding of the names in current use.

Mobile Library Consultation

We have had the following communication from SALC - The Suffolk Association of Local Councils regarding the Mobile Library - which visits Tuddenham St. Martin every other Thursday at 4.15 pm.

SALC is pleased to forward to councils an email from the County Council regarding the mobile library service.  The future of the mobile library service is being reviewed in addition to the future of the static libraries.  Councils are reminded that all libraries are subject to the divestment process (County and Community libraries) and councils can express interest in running any library in their area and/or express views about the future of these and mobile library services.
Councils interested in running library services should express interest by 30 April 2011, as requested in the consultation, presented with at least a strong idea of how they would wish the service to be provided into the future and will be expected to work towards a more concrete proposal subsequently if the Count Council decides it is interested in pursuing a divestment with your council.
An expression of interest does not bind your council at this stage and you can continue to seek information and talk and negotiate with the County Council following your expression of interest.  The County Council is the deciding body and is encouraging local partnership solutions to the provision of library services.
Ultimately, if there are competing proposals, decisions will be made in line with criteria that have been set for this purpose.

Please do take the opportunity in the short time that remains to make your views known and, where relevant, express interest in running a library service.

Mobile Library Service
As part of the Libraries Consultation, we would like to encourage more responses on the mobile library service.  We have had lots of comments on the community libraries, but not so many on the mobile libraries.
The consultation document includes these questions: Should the local mobile library cease, or be extended to replace community libraries?  Would you prefer a book postal service?  Would you prefer a book pick up and return service, for example in a café, shop or pub?
I should be very grateful if you would draw these questions to your residents’ attention, and encourage them to read the consultation document and fill out the on-line questionnaire which can be found at:
